Rom received his Bachelor of Laws Degree (LLB) from the San Sebastian College of law in 1963, passed the Bar Exams for that year and was admitted to the Philippine Bar in 1964. Upon his admission to the bar, he dedicated his life to government service, working in various government agencies (Commission on Elections (COMELEC), Ministry of Labor and Employment (now the Department of Labor and Employment) and the Court of First Instance (now Regional Trial Court) of Bangued, Abra. After almost 40 years of dedicated public service, he retired from Government Service in 2003 and set up his law practice in the Province of Abra. He now resides in Metro Manila and serves as an adviser to Paredes Law.

On the Lighter Side:

Rom enjoys taking a walk around the house or in the village in the morning before he and his wife, Andring, take and answer calls and messages from their 4 children: Joy (MD, UST Faculty of Medicine and Surgery); Larry (JD, Ateneo School of Law); Romy (MD, UP College of Medicine); Rhandy (RN, World Citi Colleges) and, of course, their lovely grandchildren. He loves to cook Ilocano delicacies and tends to his vegetable garden in the afternoon.

When he was young, Rom wanted to become a doctor, but his father, the late Judge Federico B. Paredes, a humble public servant, could not afford to send him to medical school with 5 other siblings also in, or about to go to, college in Manila. No wonder, 3 of his children are now in the medical profession.
